This allows homeowners who have lost their property due to storms or other disasters to maintain their homestead exemption for up to 2 years during the reconstruction. (They may request an extension for an additional 2 years with proof that they legitimately need additional time for reconstruction) This bill ends the unfair practice of homeowners having to pay Class II property tax (20% rate) rather than Class III (10%) if they buy the home after October 1 of each calendar year. Based on the language of this Act it is the opinion of the Alabama Department of Revenue that no provisions of this Act are to be applied any earlier than Tax Year 2012 (lien date October 1, 2011).

The Alabama Housing and Finance Authority has received a $162 million grant to fund the Hardest Hit Alabama (HHA). This program will allow Alabama homeowners who are unemployed to apply for up to 12 monthly mortgage payments, or $15,000, per household.
